Since its establishment in 1989, the OKDISCD library is marked by comprehensive collection of books pertaining to social science catering to the needs of not only the Researchers of North East India but also to Researchers, Ph.D Scholars and Interns of other states of India. With only a few collections in its early functional days, today the OKDISCD Library is one of the most preferred libraries along with many other esteemed libraries. Presently, the collection of the library includes purchased books, donated books, reference books, occasional working papers, working Papers, World Bank reports, news paper clippings, journal back volumes etc. The OKDISCD library has a total collection of 31,000 documents. The OKDISCD Library is a profound custodian of comprehensive and exhaustive assemblage of documents not only in social science disciplines in general, but also specially in Northeast India related issues. In sync with the recent trend of digitization and multiple accesses to one article by many users, the library provides access to e-books, e-journals, and e-databases such as JSTOR, EPW, and IndiaStat.com, ONOS etc. Besides these, the Library has also the access to print collection of nearly 50 journals which include many reputed national and International Journals. The Library also subscribes 07 regional and national newspapers. The library reaches to its Reader in the form of providing help in the use of the database of the institute and giving printing and photocopy facilities.
The entire collection of the Library has been catalogued into a database using SOUL 3.0 software which is easily accessible through OPAC and WEBOPAC by using Title, Author and Subject. It continuously updates and augments its collection in tandem with the newly published books and journals. The library welcomes donation of books by individuals and organizations. The library offers various services and facilities such as membership facility, reference and information services, information retrieval and dissemination, access to Internet and CDROM databases, newspaper-clipping services, photocopying services etc.

Library hours is 9.30 am to 4.30 pm, with a lunch break from 1 pm to 2 pm. Library materials are not lent. However, library provides photocopy/print facility.
The scholars can have access to the library by becoming a member. Membership fee is nominal and subsidised for student scholars and researchers. The fee structure for library membership is as follows:
